U.S. Customs and Border Protection Web-based Training
The U.S. Department of Homeland Security’s Customs and Border Protection (CBP) agency facilitates international trade and enforces regulations pertaining to trade, customs and immigration. The Engle Group (TEG) supported CBP with the design and development of an online, web based training for the Automated Commercial Environment (ACE) system. ACE was designed to improve border security and facilitate legal trade by providing a single data repository of international trade transactions for Customs, the trade community and Participating Government Agencies (PGAs).
TEG was contracted to:
- Design, develop and implement web-based training for the CBP’s ACE commercial trade processing system
- Facilitate successful change management strategies and solutions in the transition from classroom to web-based training
- Identified system requirements with ongoing meetings, demonstrations and hands-on orientations with users and subject matter experts
- Documented user requirements from multiple PGAs, ensuring a comprehensive training system to support each of their responsibilities in the trade community
- Adhered to the SDLC project management methodology and PMI practices to enhance control of project phases and promote iterative review and revision
- Employed a phased systems approach, Instructional System Design (ISD) model, during the training development process to ensure CBP’s requirements were achieved and to attain measurable results
- Developed lessons and topics in a modular approach, enabling users to focus on specific content areas and track their progress
- Identified and developed strategies to support the changes in business processes and resources affected by the transition to web-based training
- Performed systematic software testing by team members to ensure the business and technical requirements were met before system roll-out
- Implemented an online, web based training program to provide 24/7 accessibility to training content, increasing user effectiveness and reducing overall training costs for CBP
- Assisted in the development of Help Desk procedures for related systems
- Managed and tracked training completion and performance results using the Inquisiq Learning Management System (LMS)/Learning Content Management System (LCMS)
- Recognized by the Congressional Record for the quality and reusability of the ACE training design plan, standards and templates
Working with over 35 different Federal Government agencies, TEG helped to manage CBP’s change processes and deliver a modernized on-line training program for the ACE portal system.
